Paid — Scaling Rules and Budget Changes

  1. TODO — confirm the campaign has hit the minimum-data threshold and is performing under target CPA for at least 7 days.
  2. TODO — increase budget by no more than 20% in a single move, then hold for 3 days before the next change.
  3. TODO — if CPA rises more than 30% post-increase, revert and review creative or audience saturation.
